Vois runs text-to-speech on your own computer, so there's no per-character meter, and 100+ voices with a mixing timeline is a real studio. The catch is that the two cheaper tiers are personal use only, so anything monetized, sold or made for a client needs the $239 tier. "Offline" also means checking in with the license server every day. Kokoro and Chatterbox are free and commercial-friendly if you're comfortable with developer tools. Maybe.
